I have read quite a few posts etc and im just still not exactly sure
where i have gone wrong.

I have access to a WSUS Content Store from a server that has access to
the internet. I copied all the folders from it with all the content

I built a brand new WSUS Server. No internet connection and completley
isolated from any other networks (including the live wsus server)

I installed wsus, set the drive paths etc, and then copied all the
folders etc into the new wsus directory. I initially thought it would be
a simple case of selecting a content/library folder and the wsus server
would auto import etc, or at a stretch there would be an xml file that
you had to import to allow it to register the location of the content
etc...

I know... i was nieve to say the least.

After following some of the guides regarding import and export and using
the util, or ntbackup to create a backup and then import, and regarding
the metadata as well im still in a little bit of a quandry.. its not
listing all the files that are in the content folder as ... well
existing.

This is the first time i have had to create an offline wsus server...
its always been so simple before... install, point at net, bang.

Any help would be appreciated

Given everything you've written, I would suggest uninstalling the
disconnected server, and then referring to this section in the WSUS
Deployment Guide which specifically addresses the solution you are trying to
implement.
