WSUS 3.0 on a Windows 2008 r2 server. There is a handful of updates that are
showing up as not approved. These updates are not superceded and they are not
showing as "needing to download"

Here is the report for my laptop.

Here is the update detailed status report. (the second update from the list
above)

I am not sure what is going on, the update has been approved but it isn't
being downloaded and installed.

The update has been approved for the GPTEST group only.

Presumably, then, since the Computer report for your notebook shows the
update is Not Approved =for your notebook=, it is thus reasonable to
conclude that your notebook is not a member of the GPTEST group. Make your
notebook a member of the GPTEST group and the update(s) will then show as
Approved for your notebook. Until your notebook sees those updates as
Approved -- they will not be downloaded and installed.
