Does the command-line work when doing Server-side targetting or only

The command line parameters do not care what the server is configured to do.
They work in all scenarios.

The /resetauthorization parameter is designed to expire and discard the
targeting cooking under all circumstances.

In the event of client-side targeting, the cookie will be rebuilt with the
current policy setting.

In the event of server-side targeting, the WUA will query the WSUS server
(database) for the current assigned target group.
